Paris was always known as the most cosmopolitan city in the world (in Europe for sure). Every European war/revolution spilled out a few thousands emigrants to Paris.
MMM is absolutely right: all previous waves (including blacks French) were eager to become French (even Russians :)) and they eventually did become. But the last wave of Muslim emigration came with the goal of overtaking the place.
Actually Moscow and Erevan are among the least cosmopolitan capitals in the world. Both have more then 90% of the population of the main country ethnicity. In other capitals the situation is very different (50 to 80 %). May be now things are changing in Moscow, but I doubt. Such changes happen during much longer periods then 10-20 years.
BTW, I’m not saying this is bad or good.
